Golden Valley’s Civic Center Campus Master Plan: A Vision for the Future

Golden Valley is set to undergo a significant transformation with the development of its Civic Center Campus Master Plan. This ambitious project aims to revitalize the heart of the city, enhancing public facilities and fostering greater community engagement.

Project Overview

The Civic Center Campus encompasses a 14-acre site bounded by Golden Valley Road, Winnetka Avenue, 10th Avenue, and Rhode Island Avenue North. Key components of the master plan include:

  • Renovation or reconstruction of City Hall
  • Upgrades to the Public Safety building
  • Enhancements to the Hennepin County Library facilities
  • Development of a public plaza
  • Improvement of infrastructure connections

These initiatives aim to create a cohesive and accessible civic hub that reflects the community’s needs and aspirations.

Consultant Selection

After a comprehensive selection process, the City Council approved Minneapolis-based Perkins&Will to lead the master planning efforts. Known for their “Living Design” philosophy, Perkins&Will specializes in creating sustainable and community-focused urban spaces. Their portfolio includes complex civic projects like the Fair Park Campus Plan in Dallas, Texas.

City Manager Noah Schuchman expressed confidence in the selection, stating, “Perkins&Will’s emphasis on engagement and public art shows they understand our history and our vision.” Community Development Director Emilly Goellner added, “When complete, the Civic Center Campus Vision will redefine for this generation Golden Valley’s relationship between the greenspace, trails, and architecture that give our community its singular character and livability.”

Community Involvement

Community engagement is a cornerstone of the master planning process. Residents are encouraged to participate through various channels, including public meetings, surveys, and workshops. The City has launched the Building Forward website to provide updates and gather input. Residents can also sign up for email notifications to stay informed about project developments.

Timeline and Next Steps

The master planning process began in January 2026 and is expected to conclude by early fall. Once the plan is finalized, the City will release a separate Request for Proposals (RFP) for schematic design in late 2026 or early 2027. Construction could commence as early as 2028 or 2029, depending on funding and project approvals.

As Golden Valley embarks on this transformative journey, the City remains committed to transparency and collaboration, ensuring that the Civic Center Campus reflects the community’s values and vision for the future.
